The 5 steps of pre-authorisation

The pre-authorisation process is generally straightforward and can be completed in five simple steps:

Step 1: Book an appointment with a network doctor

Search the list of network doctors in the Emma by AXA app and make an appointment with your preferred doctor.^1,2 When attending the consultation at a network healthcare provider,^1,2 present your identification document and your AXA Medical Card for registration. Based on your condition, the attending doctor will recommend an appropriate treatment plan, such as surgery, chemotherapy or other medical treatment, and provide a treatment recommendation together with an estimated cost.

Step 2: Apply for pre-authorisation

For patients receiving treatment from an AXA network doctor, the attending doctor will submit the pre-authorisation application directly to AXA on the patient's behalf. In most cases, patients do not need to submit the application themselves. Supporting documents, including medical reports, treatment recommendations and other relevant medical records, are required as part of the application process. For treatment provided by a non-network doctor or healthcare provider, patients may need to submit the pre-authorisation request and supporting documents directly to AXA themselves.

Step 3: Receive the approval outcome

After reviewing the application, AXA will issue a confirmation letter outlining the approval decision, including the covered items and eligible benefit amount. Patients will also be notified of the approval outcome via phone call and SMS, helping them stay informed throughout the process.

For standard cases in Hong Kong, pre-authorisation is generally completed within 3 working days after all required documents have been received. For emergency cases, approval may be completed as quickly as 1 working day, subject to the receipt of complete documentation.

Step 4: Hospital admission

Patients can complete the admission process using their AXA Medical Card, without the need to pay a hospital deposit upfront.

Step 5: Discharge and claims settlement

Once treatment has been completed, eligible expenses may qualify for AXA's cashless discharge service.^3,4 The hospital will settle the approved charges directly with the insurer, meaning patients will not need to pay the eligible expenses at the time of discharge.

AXA's pre-authorisation and cashless arrangements^3,4 have been enhanced to further shorten approval turnaround times, allowing patients to confirm their coverage before undergoing non-emergency treatments such as surgery or hospitalisation, so they can focus on treatment with greater peace of mind. Available through participating healthcare providers within AXA's designated medical networks in Hong Kong, Chinese mainland and selected overseas locations, the service helps patients better understand their coverage arrangements, whether they are receiving treatment locally or seeking care across borders. Once approval has been granted, AXA will issue a confirmation letter. The availability of the cashless arrangement provided by Network healthcare facilities, GBA Cancer Healthcare Facilities and GBA Healthcare Facilities (no need to pay deposit upon admission and enjoy cashless arrangement for eligible expenses at discharge) is subject to (a) the applicable benefit limits, deductible (if any) and exclusions under the relevant terms and benefits of the policy; and (b) acceptance of the cashless arrangement by Network healthcare facilities, GBA Cancer Healthcare Facilities and GBA Healthcare Facilities. The approval of the cashless arrangement is subject to the final decision of AXA. If applicable, the cashless arrangement is available to Network healthcare facilities in Hong Kong, GBA Cancer Healthcare Facilities and GBA Healthcare Facilities. The provision of the cashless arrangement from AXA, Network Doctors, Network healthcare facilities, GBA Cancer Healthcare Facilities, GBA Healthcare Facilities or Case Manager shall not be deemed as an admission of our liability to pay and/or reimburse the policyholder under the policy or a waiver of any breach of the terms and benefits of the policy. The final claim decision will be determined by the medical information, and the benefits shall be payable subject to the applicable benefit limits of the chosen benefit level.

4. Eligible medical expenses incurred will be covered in accordance with your medical scheme arrangement and up to your maximum benefit limit (ie the expenses may not be covered in full).You will be required to personally settle all expenses not falling within your benefit entitlement under the medical scheme arrangement.
